With reference to your letter No. 447/03/Ex.
dated 29th July, 1903, on the subject of the proposed new Rifle Ranges behind Kowloon City, I have the honour to state it is noted that the Colonial Government undertakes to construct only the two galleries, target store, and firing points.

The estimate will, therefore, stand as follows:-
1. Two Galleries, each 170 feet long, including target store and the supply of target frames.
$12,860
2. Making and levelling firing points.... $1,200
$13,560
Add 10% contingencies.
1,356
Total
$14,916.

I am directed to remark, however, that his Excellency the General Officer Commanding always understood the term "Rifle Range" used in the correspondence to signify a properly equipped rifle Range, the same as is sanctioned by War Office; and it is regretted that this was not made clearer at an earlier stage.

The accessories asked for are all necessary and are all present at the Kowloon Range, though merged in the surrounding...
